You did do the test with the motor wires removed from the connector block?

Have you a supply from the psu to the motor?
I measured V and the results are:
1-3 = 96V
2-3 = 96V
4-5 = 230V

Does the motor spin freely ie no seized bearings?
Yes

Voltages are fine but I do not understand
1/The meter readings for the motor coils.
2/The two orange capacitor values, one of them is to drop the voltage the other is the phasing capacitor and neither of the values make sense for the phasing capacitor, although some turntables made mistakenly used 0.82mfd (but still worked(for a time)).

1/The meter readings for the motor coils.
The meter readings did not change when test leads contact with red - gray and blue - red
motor wires.

Maybe my multimeter is not good enough for such measurement?

You tested
red - gray and blue - red
?
The reading for blue - red should be double that for red - grey as you are measuring both sets of coils together and if one of the coils is shot it would explain both reading the same.
Measure again red-grey and blue-grey.

Spelling error.
I measured red-grey and blue-grey.

Unfortunately I cannot understand the results for the motor,I don't think I can remember both coils ever failing.
I do not know the meter so I do not know what 0.L means.
I have found a Russian manual but I cannot read 3.1.10
Also the circuit board and capacitor values do not make sense.

3.1.10 - O.L means overload.

4.9
If the test leads are not connected to the measured resistance,( circuit is open), the symbol O.L (overload) appears on the display.

What do you think about it?

Unfortunately seems that the motor is scrap, open circuit, very unusual that both coils should burn out. :?
But I do not understand parts of the circuit board :? .

You will have to get the pulley off the old motor and fit it to the new one.

Yes, that's clear. The question is where to buy the new one?

Are you totally sure there is correct voltage going from the psu to the motor? I find it hard to believe both coils dead.
