The motor is back in.
Should the motor's vertical position be such that the belt rides in the middle of the subplatter when the big platter is on? Observing with the platter upside down, I can see that the belt is above the center area the subplatter. There's an obvious darker banded area on the subplatter right in the center of its outer diameter.
Electrical tape was inserted into the space between the motor and its rubber mount so it can't slide down so easily. The motor is able to spin freely, and when it runs it's quieter than it's ever been and able to get up to speed on all three speeds easily.
