SP-10MK2 Brake Housing Rubber

I have two SP-10s: a MK2 and a MK2A. The MK2A has a rubber part around the brake strap under the black plate that the MK2A service manual calls "Brake Housing Rubber" and gives a part number as "SFTG-102-03 Rubber, Brake". The MK2 does not have that piece (but there's a picture of it in the MK2 service manual).

Is this piece unobtanium? Any ideas where to score one?

I didn't know it was missing until I removed the black plate on the MK2 to check out the brake actuation so that I could fix the other one. If this piece is ultra necessary, should I fabricate it out of silicone or something else? I've never made a rubber part before. Is it just there to soak up spare vibrations?

I don't know the purpose of this part, it appears to just sit there.
