To confuse things even more, the back end of the OP's arm looks like it could have had a similar sliding counterweight to my MR-711's MA-202L arm.
Anyway, FWIW, the specs on the MA-202L's counterweights are 40.88mm long x 17.0mm dia and the hole's dia 9.9mm. This weight (46.0g) has a machined slot for a springloaded nylon part fitted to the outer, sliding weight.
The outer, sliding weight weighs 61.2g and its dimensions are 29.76mm o/d x 15.71(L) and the hole dia is 16.98mm.
The answer to your question is - if the existing counterweight has a milled slot along its side, there would have been another sliding weight.
