If you mean it simply will not raise and/or lower, then the belt that runs off a small motor has gone brittle and/or stretched out. You have to open the unit up and replace it.
As I noted in my previous post, the part # for the belt is SCY4.2 by Russell Industries. Just google SCY4.2 and you will come up with a bunch of sources - http://www.cablesandconnectors.com/050001.HTM

To open the unit is a bit of a puzzle and you have to be extremely careful lest you break some bits on the tonearm mechanism.
First lock the tonearm and remove the cartridge and the counterweight for safe keeping.
Remove the platter. This exposes a coverplate that is held on with 5 screws (I think) - remove that too.
Then CAREFULLY remove the feet AND the bolts (you will need a deep socket) that hold the feet. If you have enough dexterity, you can do this without flipping the whole table over.
At this point you will see a few cables (5 in all I think) that link the top and base. Disconnect them and note where they go.
Now unlock and move the tonearm towards the center to align with the slot created by the removed coverplate and CAREFULLY lift the cover off the base.
This FINALLY exposes the circuit boards and the small motor in the back left corner. You will see the now useless belt there. Replace it with you nice new one and reverse the above steps to re-assemble.
