What a moron, If the installer has fastened the main earth to the metal back box rather than the socket(and I've seen plenty wired like this) then the only path to earth in the event of a fault is through the screws, and two is better than one. Anyone suggesting that reducing the number of safety earths is making you safer is (a) mistaken and (b) possibly breaking the law selling the tweak?
