It's a single plastic bolt for your mains sockets. The idea behind it is you substitute it for the righthand bolt and it stops current leaking from the nominally live part of the socket to earth

What a moron, If the installer has fastened the main earth to the metal back box rather than the socket(and I've seen plenty wired like this) then the only path to earth in the event of a fault is through the screws, and two is better than one. Anyone suggesting that reducing the number of safety earths is making you safer is (a) mistaken and (b) possibly breaking the law selling the tweak?

It varies, but from my time as a salesman I think most believe the stuff makes an audible difference.
