Anyone have an opinion as to which is better?

From the point of view of looks, style, ease of use and not having to take the bl**dy platter off to change speed - the Dual.

From the point of view of sound quality and upgrade-ability - probably the Rega.

The CS-5000 was a Quartz controlled, semi-automatic, belt driven tt.

I would go for the Dual which is a nice tt with underestimated sound qualities. The Dual will not be as much a part-tt as the rega and will probably not be the tt that captures you instantly, it will however prove to be a very good tt in the long run. The main problem with the CS-5000 as with most Dual tt.s, is the arms bearings, I would advice you to check the bearings begfore buying the tt.
