Remove the mat, and lift the platter off. If it sticks, bop the spindle with the handle of a screwdriver, while lifting the platter.
Clean the inner cylinder, where the belt rides, with isopropyl alcohol and paper towel. Do the motor pulley, too.
Put the new belt around the inner cylinder. Put a finger through one of the outer access holes, and under the belt.
Replace the platter, and use the finger to slip the belt over the motor pulley, between the fingers of the speed changer.
Keep them spinning.
