No, they are very rare and there is no substitute. I assume you are dealing with a turntable that uses the UPC1003C2 chip as a speed governor. While many of these have failed and its manufacturer Matsushita ran out of them long ago (besides Matsushita/Panasonic/Technics they were also supplied to Kyocera, Garrard and others), you should first try replacing every single electrolytic capacitor on the circuit board where the UPC1003C2 is located. I've rescued two Garrard GT55s, a GT35 and a Technics SL-B2 that way.
