Garrard GT-35 Tone Arm won't set down

I got a Garrard GT-35 from a garage sale for $10. After replacing the belt and some oil, the turntable works great. Except, when the tone arm returns after the end of the record, it does not set down all the way. It only sets down after you give the plate an extra little push. Does anyone know how to remedy this issue? Thanks.
