Geoff: Well, you haven't mentioned how fast - but in any case the motor will have two foam covered holes on its bottom, through which you can access the corresponding trimmers. These holes are marked with L for 33 1/3 and H for 45 rpm. So all you'd need would ideally be a suitable sized... uhm... what's the English word for Trimmerbesteck/Abgleichschraubendreher (kind of screwdriver, but specifically made for turning trimmers - usually equipped with a plastic or ceramic blade (or only a small metal tip on a shaft of non-conductive material) in order not to influence the circuitry and prevent shorts)? But if you don't happen to have a Trimmerbesteck, you can use a regular screwdriver, too...
However, there's a little problem due to the way Dual implemented the speed switching on these models: Only one of the two speed settings is independent - while the setting of that speed will have an influence on the setting for the other speed. And as the electronic parts for that are hidden inside the motor case, it's hard to tell, which is the independent speed, which of course would be the one to set first. So, if one doesn't know the correct sequence (usually it's mentioned in the corresponding service manual for that model), one might have to do the first adjustment again, depending on whether one was lucky to hit the independent one first or not...
And apart from that: Is the belt original and in good condition and clean? Motor and platter pulleys clean, too?

P.S.: Not sure what you mean by "lubricate plinth"...
